9 <br />CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: <br />TO: <br />FROM: <br />SUBJECT: <br />August 26, 1996 <br />Wandzia Grycz, Interim City Manager <br />Nanci Klein, Economic Development Coordinator' P( <br />City Council Direction Regarding the Holiday Ice Rink <br />SUMMARY AND RECOMMENDATION <br />APPROVED AND <br />FORWARDED <br />TO CITY COUNCIL <br />L,�:�.��� <br />During the 1995 holiday season, the City of San Leandro entered into a contract with Ice Unlimited Inc. to <br />provide a holiday ice rink in the Downtown. The ice rink created a family and youth oriented activity that <br />brought people into the Downtown to support local merchants. Staff is requesting that the City Council <br />either: a) Authorize the Interim City Manager to negotiate and execute a contract with Ice Unlimited, Inc., in <br />the amount of $61,800 to provide an ice rink in San Leandro during the 1996 holiday season or b) direct staff <br />to pursue alternative holiday events and activities in the Downtown. <br />BACKGROUND <br />A critical element in any successful city or downtown promotions program is the sponsoring of exciting <br />special events. Special events generate new or increased trips to a trade area, thereby helping merchants and <br />the City to increase revenues. Special events also play an important role in promoting community spirit and <br />enhancing the City's image. In the last few years holiday ice skating rinks have gained in popularity in <br />neighboring communities such as Oakland, San Francisco, and San Jose. Local residents have expressed a <br />desire for the City to sponsor programs that will give residents an opportunity to stay in the City for their <br />holiday entertainment, shopping, and recreation activities. <br />The most successful special events are those that are consistently done year after year, because the event <br />develops a constituency and people expect and look forward to attending each year. The City becomes <br />known for good community events. Successful community events become a source of pride and enjoyment <br />for residents and visitors alike. It is important though, that the City choose the right events for the <br />community; those that will allow the greatest benefit for the City's investment of public funds. At this <br />juncture, the Council has the option of providing a holiday ice rink or funding other holiday activities, <br />perhaps reinstating the ice rink in the following year if deemed desirable. City -sponsored events already <br />scheduled for this year include the annual tree lighting, the Miracle on East 14th Street event, and activities <br />surrounding the re -opening of the Pelton and Scribner Centers. <br />�A M <br />
