Fields, Assistant to the City Managezl� ",i <br />SUBJECT: GUN CONTROL ORDINANCES <br />RECOMMENDATION <br />That the City Council adopt the following ordinances 1) banning the sale of "Saturday Night <br />Specials," also known as "Junk Guns," 2) establishing a requirement that all employees of <br />firearms dealers must receive a certification from the Chief of Police, 3) establishing a <br />requirement for trigger locks to be provided at the point of sale for all firearms sold in the City of <br />San Leandro, and 4) amending sections 2-2-220 and 2-2-500 of the San Leandro Municipal Code <br />providing for a business license fee for firearms dealers based upon gross receipts. <br />BACKGROUND <br />On August 12, 1996, the City Council discussed several alternatives with regard to possible gun <br />legislation in the City of San Leandro. The primary focus of the discussion on gun legislation <br />centered around the four aforementioned proposed ordinances. Staff is proposing these <br />ordinances in concert with the other cities that are a part of the East Bay Public Safety Corridor. <br />DISCUSSION <br />After lengthy public comment and City Council discussion on August 12, 1996, the City Council <br />unanimously agreed to direct the City Attorney to provide the ordinances herewith for <br />consideration. In addition, several questions were presented to staff for further study and <br />discussion for the August 19, 1996 City Council meeting. All but two of the questions have been <br />answered by the City Attorney's Office and are included in the attached City Attoreny staff <br />report. The questions not addressed by the City Attorney's Office are provided on the next <br />page. <br />Q '! <br />
