Three other measures were adopted by the City Council in the effort aimed at reducing violence and <br />enhancing gun safety in the community. This report updates information covering potential changes to the <br />business license tax structure related to gun dealers, furnishes the results of staff interviews with local, licensed <br />firearm dealers, and outlines effective use for additional revenue generated through a local tax. <br />The Police Chief, Robert Maginnis and I will present this report to the City Council on September 16, 1996. <br />This update is for information only and no City Council action is required at this time. <br />BACKGROUND <br />On August 12, the City Council discussed alternatives regarding possible gun legislation in San Leandro. The <br />primary focus of the discussion centered on the scope of four proposed ordinances. These draft ordinances were <br />consistent with similar legislative initiatives in other cities in the East Bay Public Safety Corridor Partnership. <br />After substantial public comments and then City Council discussion, the City Council agreed to direct the City <br />Attorney to provide a number of ordinances for their consideration. On August 19, the City Council reviewed all <br />of the ordinances and gave initial approval to three. These three, covering trigger lock requirements, dealers' <br />employee certification and a ban on the sale of "Saturday Night Special" guns, subsequently received final <br />approval and will become effective the first week in October. <br />DISCUSSION <br />Business License Category for Concealable Firearm Dealers <br />A total of seven businesses in San Leandro hold licenses for the sale of firearms. Each is a unique business serving <br />individual niches related to service, mix of merchandise, volume of sales and clientele. Creating a separate <br />category for local dealers licensed for concealable firearms sales would allow for a special rate for this business <br />i41 <br />
