Seto, Assistant City Attorney <br />Firearm Regulations <br />August 15, 1996 <br />BACKGROUND <br />At the City Council work session of August 12, 1996, the Council considered <br />different types of local firearm regulations. Staff was directed to prepare ordinances, <br />and/or provide additional information regarding the following items: <br />1. Requiring trigger locks at the point of sale; <br />2. Requiring employee background checks for firearms dealers; <br />3. Requiring employee certifications for firearms dealers; <br />4. Requiring warning labels at the point of sale; <br />5. A prohibition on the sale of Saturday Night Specials; <br />6. A gross receipts tax / business license fee for firearms dealers. <br />Discussion: <br />Items 1-6 above, have been consolidated into four (4) ordinances. They are <br />each summarized below. <br />1. and 4. TRIGGER LOCK REQUIREMENTS AND SAFETY <br />WARNINGS. <br />Sum: This ordinance would require firearms dealers to sell or provide a <br />trigger lock, or similar safety device (i.e. gun cabinet, locked <br />storage box, etc.) with each firearm that is sold, leased or <br />transferred. <br />This ordinance also requires a posted notice about the trigger lock <br />99 <br />
