The employee would also have <br />to attest that he or she is not abusing drugs or alcohol, and has <br />no history of mental disorders which would affect his or her <br />ability to sell firearms. <br />A fee would be charged for processing applications. The Chief of <br />Police would issue certifications and handle revocations. The <br />ordinance provides for an appeal procedure. <br />Lastly, the ordinance would allow current employees ninety (90) <br />days to seek a certification. <br />5. BAN ON THE SALE OF SATURDAY NIGHT SPECIALS. <br />Summary: This ordinance would ban the sale of firearms which fail to meet <br />specific performance criteria relating to the strength of metals, <br />ability to withstand explosion pressure of ammunition, safety <br />devices, and age of design. <br />This ordinance provides that the Chief of Police will establish a <br />Roster of prohibited weapons, publish the Roster, and allow for <br />due process appeals through the Chief and the City Manager. <br />There is an administrative procedure for the Chief to add <br />additional weapons using the Roster and notice provisions. <br />Lastly, the ordinance exempts transfers between private parties <br />which are required to be carried out through dealers. This allows <br />existing owners to legally sell or transfer their weapons to other <br />private parties. <br />Questions: Questions were raised about: (a) how to properly define a <br />Saturday Night Special; (b) testing of guns by objective <br />1-ni <br />
