r <br />CITY OF SAN LEANDRO <br />STAFF REPORT <br />DATE: November 12, 1996 <br />TO: Wandzia Grycz, Interim City Manager <br />FROM: June Catalano, Development Services Directs <br />BY: Joann Oliver, Community Standards Coordinator <br />APPROVED AND FORW <br />TO CITY COUNCIL <br />Wandzi <br />Interim <br />SUBJECT: Matter of Approval of Findings and Conditions of Approval for SD-75-44; <br />Modification to Site Development Approval; St. Moritz Apartments; 14744 <br />Washington Avenue <br />SUMMARY AND RECOMMENDATION <br />Modification to the Site Development Approval, SD-75-44, was approved by the City Council at its <br />meeting of October 7, 1996. Attached to this memorandum are the findings. The conditions <br />approved by the City Council, are incorporated into page one of the findings. The City Council <br />directed staff to develop a monitoring plan. The monitoring plan is included in the body of this <br />report. <br />Staff recommends approval of the monitoring plan and the findings by motion. <br />MONITORING PLAN <br />Staff was directed by the City Council to monitor the activity at the site during a 6 month trial <br />period. Staffs proposed monitoring plan is as follows: <br />1. A Notice will be sent to residents of the St. Moritz Apartments and the Harold Avenue area <br />asking them to keep staff informed of their satisfaction, or dissatisfaction, with the gate <br />arrangement. The notice will include a contact name and number. <br />2. Engineering and Transportation will inspect the site for site distance hazards, prior to the <br />closure of the gate. Particular focus will be placed on the vehicle exit onto Washington <br />Avenue. <br />3. Engineering and Transportation will monitor the vehicle and pedestrian accident patterns <br />before, during and after the closure. <br />4. Staff will conduct periodic inspections of the site to ensure that the pedestrian gate remains <br />locked, to ensure that the vehicle gate onto Harold Avenue is closed during the required <br />hours and to monitor for any problems. <br />113 <br />
