<br /> <br />155274.22P, p. 4 <br />3/1/2022 <br /> <br />Description of Services <br />Property Condition Assessment <br />The Services to be performed shall include the following: <br />• Visit the subject property to observe the current general condition of the building and site improvements, interview on- <br />site personnel about the property, and review available construction documents to become generally familiar with the <br />depicted construction, life safety, mechanical, electrical, and plumbing systems, and general building environment. <br />• Provide a general description of the property and improvements, including flood-zone designation, and comment <br />generally on observed conditions. <br />• BVTA will assess the condition and remaining useful life of major building components such as roof, exterior finish and <br />waterproofing, doors and windows, landscape, fencing/railings, walkways/parking areas, major utilities, electrical <br />systems, lighting, mechanical, plumbing, finishes, and common areas. <br />• Observe and generally comment upon the condition of approximately 20% of the units. This is typically sufficient to <br />comment on the condition of the property. <br />• Identify those components observed that are exhibiting deferred maintenance issues and provide estimates for <br />“immediate” and “replacement reserve” costs based on observed conditions, available maintenance history and <br />industry-standard useful life estimates. Replacement reserve term will be 20 years. If applicable, this analysis will include <br />the review of any available documents pertaining to capital improvements completed within the last five (5)-year period, <br />or currently under contract. BVTA shall also inquire about available maintenance records and procedures and interview <br />current available on-site maintenance staff. <br />• Provide a limited statement of observations regarding the property's general compliance with Title III of the Americans <br />with Disabilities Act. This will not constitute a full ADA survey but will help to indicate whether the Client is exposed to <br />accessibility issues and whether a more comprehensive review is advisable. <br />• List the current utility service providers and inquire as to whether there are any documented life safety/code violations <br />on record with local building, zoning, and fire departments. <br />• Provide a graphic Project-At-A-Glance summary at the beginning of the report to provide a quick, “user-friendly” <br />summary of the property's observed condition and estimated costs assigned by category. These estimated costs shall <br />be cross-referenced to report sections where an elaboration of cost issues will be presented. <br />• BVTA will perform a limited assessment of accessible areas of the building(s) for the presence of mold, conditions <br />conducive to mold growth, and/or evidence of moisture. BVTA will also interview Project personnel regarding the <br />presence of any known or suspected mold, elevated relative humidity, water intrusion, or mildew-like odors. Potentially <br />affected areas will be photographed. Sampling will not be considered in routine assessments. <br /> <br />PHASE I ENVIRONMENTAL SITE ASSESSMENT <br />The assessment will be conducted in accordance with the American Society for Testing and Materials (ASTM) Standard E <br />1527-21 protocol and the EPA All Appropriate Inquiry regulations (40 CFR §312). The assessment will also comply with any <br />Client-stipulated alternate Protocol that is acknowledged and agreed to in the contract between BVTA and the Client. The <br />minimum Services to be performed in all cases will include the following: <br />• A review of reasonably ascertainable historic resources to determine prior uses of the subject property and <br />surrounding area. BVTA will determine the appropriate level of research to identify the history of the subject property <br />and will include the review of one or more standard historical sources as listed in ASTM Standard E 1527-21 which <br />include: recorded land title records, aerial photographs, fire insurance maps, city directories, building department and <br />fire marshal records, and property tax files. <br />DocuSign Envelope ID: 7042CA8B-F9BB-4B95-B23F-6DEF6473036D
