<br /> <br />155274.22P, p. 9 <br />3/1/2022 <br /> <br />Based on observations and information obtained from Section 504 of the Rehabilitation Act of 1973/UFAS Regulations, and where <br />applicable, the ADA Accessibility Guidelines and state of California and local accessibility codes, BV shall: <br /> <br /> Assist the Client in identifying the appropriate number of accessible dwelling units required to meet the Section 504 and <br />UFAS guidelines, considering unit type, existing accessible barriers, constructability, and cost; <br /> Identify common areas barriers in accessible routes, parking areas, management offices, playgrounds, swimming pools, <br />community spaces, and other areas serving accessible dwelling units and obtain measurements to determine <br />compliance; <br /> Provide comments on areas surveyed and identify barriers and solutions measured against standards; <br /> Provide individual comprehensive cost tables and digital photographs to document the barriers at each property; and <br /> Provide applicable UFAS and other guideline and code reference numbers to assist maintenance staff, on-call <br />contractors, and designers in implementing compliant solutions to each of the barriers identified. <br /> <br />Field Observation Process <br /> <br />As a part of the review, where applicable the SME will meet with a property representative with specific knowledge of the facility to <br />gain a clearer understanding of overall features, public use patterns, and relevant historical data. Bureau Veritas will then produce <br />a report which identifies the facility’s compliance with accessibility requirements and identifies specific barriers, with resolutions <br />for barrier removal and corresponding order of magnitude cost estimates. <br />The assessment team or individual Subject Matter Expert (SME) will visit each identified property to evaluate the units, building(s) <br />and site improvements, and review available construction documents in order to familiarize themselves with and be able to <br />comment on accessibility issues. The assessment team or individual Subject Matter Expert (SME) of will conduct a walk-through <br />survey of the building(s) in order to identify barriers to accessibility and formulate recommendations to remove the barriers. <br /> As a part of the walk-through survey, the assessment team or individual Subject Matter Expert (SME) will survey the <br />number of dwelling units required to meet or exceed the required 5% mobility challenged and 2% audio visual accessible <br />dwelling units. Common areas which will be assessed include management offices, community spaces, employee space <br />and other areas serving those units and rental offices. In addition, BV will survey the exterior of the properties including <br />accessible routes, parking areas, playgrounds, swimming pools, and any other common space amenities provided. <br /> The assessment team or individual Subject Matter Expert (SME) will develop opinions based on their site assessment, and <br />experience gained on similar properties previously evaluated. All analyses will be based on visual observations, field <br />measurements, as-built documents including, but not limited to, building plans, inspection reports, and any previously <br />completed engineering reports or surveys. <br /> During the site walk through, the SME will follow a Survey Form that meets or exceeds the current ASTM format. Field data <br />will be collected using I-pads incorporating digital cameras, and light and sound meters. Additional equipment that will <br />be used includes digital levels, measuring tapes, and pressure gauges. <br /> <br />The field observer will identify and prioritize existing improvements observed which are not in accordance with the applicable <br />accessibility requirements in the order of preference, as set out by BV or per the preferences of Client. Typical priorities are as follows: <br />• Physical access to the property <br />• Access to areas of commerce or public accommodation <br />• Removal of remaining barriers <br /> <br />The SME will assess exterior common areas and interior common areas to identify existing conditions that are not in accordance <br />with the applicable accessibility requirements and codes, including the elements specified below (if applicable, where landlord is <br />responsible for observed elements): <br />• Van and car accessible parking <br />• Passenger loading zones <br />• Accessible routes <br />• Curb ramps <br />• Ramps <br />• Protruding objects <br />• Building unit entrance exteriors <br />DocuSign Envelope ID: 7042CA8B-F9BB-4B95-B23F-6DEF6473036D
