155274.22P, p. 11 <br />3/1/2022 <br />Accessibility Survey Content <br />BV will deliver an electronic (PDF) report. The report will utilize survey content which has been entered into the BV proprietary <br />internet powered AssetCalc database, including the following information: <br />•Summary of Findings for all primary regulated elements observed, such as parking, accessible routes, entrances, <br />elevators, common corridors, and tenant dwelling units <br />•Individually recorded exterior and interior barriers and associated digital photos <br />•GPS-encoded digital photos of observed exterior barriers <br />•Applicable regulatory guideline and building code references for each observed barrier <br />•Recommendations for viable corrective measures necessary to comply with applicable regulations <br />•Order of magnitude cost estimates for each observed barrier <br /> ADA Survey Limitations <br />A Subject Matter Expert will visit the properties to assess the compliance of existing property improvements with the USDA <br />requirements for multi-family housing under the USDA Rural Development program, and applicable accessibility code <br />requirements. BV then produces a report which identifies each facility’s compliance issues and specific barriers, along with <br />proposed remedies. BV endeavors to include all barriers within the defined scope of work area, however, some barriers may not be <br />identified in the assessment report. <br />BV’s order of magnitude cost estimates for each individual barrier removal are limited cost estimates based on industry standards, <br />and should not be construed as construction estimates. Costs will be estimated using R.S. Means, Marshall & Swift, or similar <br />industry cost indices, and BV’s experience with past costs for similar properties, without the benefit of site-specific architectural or <br />engineering design or contractor estimates. An additional estimating effort will be required to define the actual cost of corrective <br />actions to eliminate accessibility barriers. Order of magnitude estimates are not based on, and will not include, detailed <br />specifications or architectural/engineering drawings. <br />If requested, Bureau Veritas can provide a proposal for subsequent ADA Transition Planning and Construction Project Management <br />services. <br />Transition Plans are based on the results of the property ADA assessment, and provide a structured plan for compliance within <br />specific time frames and cost parameters. Transition Plans are action plans based on capital planning needs correlated with <br />accurate engineering data. Transition Plan development is an iterative process to create a living document which can be adjusted <br />over time. <br />During the Transition Planning process, barrier removal is prioritized to determine which barriers are required to be removed and <br />the timeframe for removal. Not all physical barriers identified by the physical assessment of the property may need to be corrected. <br />Some barriers may be the responsibility of others, or can be corrected through tenant accommodation. In addition, construction <br />industry standards for construction and manufacturing tolerances can be applied to determine which barriers may fall within <br />tolerance levels. <br />Ultimately, it is the responsibility of the owner to assess the requirements for barrier removal under USDA Rural Development <br />program requirements, and the State of California and local government requirements to create an accessible environment. It is <br />incumbent upon the owner to initiate a transition planning process to determine which barriers will be removed and when removal <br />should take place. <br />Expanded Termite Inspection – Interior and Exterior <br />Bureau Veritas will arrange to have a termite inspection performed for the above-named property. <br />The termite inspection will consist of an interior and outdoor visual assessment of the property and structure to identify <br />evidence of current or past presence of wood-destroying organisms.
