IV. <br />2. Citation shall maintain the western EVA from Neptune Drive, across <br />State Lands property, to Citation's property. <br />3. Citation will provide an EVA for Phase 3 at the Lewelling circle. <br />Provisions for maintaining the EVA in an unobstructed manner shall <br />be submitted to the Fire Department for review and approval. <br />B. Prior to approval of the first final map in any one of Phases 2A, 2B, or 3. the <br />Subdivider shall, at its sole cost, construct, to existing ABAG Shoreline Trail <br />standards, the remainder of a public access trail along the alignment set forth <br />as segment 1 in Figure 1 between the bridge over Estudillo Canal at the <br />southerly end of Neptune Drive and the border of the Citation Homes <br />property with the State Lands Commission property. <br />In addition, prior to residential occupancy of the first unit in any one of <br />Phases 1B, 2A, 2B, or 3, or on a date required by the Bay Conservation and <br />Development Commission (BCDC) for public access, whichever is earlier, the <br />Subdivider shall construct, at its sole cost, a public access trail along the <br />alignment set forth as segment 2 in Figure 1, from the southerly terminus of <br />the segment 1 trail to the East Bay Regional Park District bridge over San <br />Lorenzo Creek. <br />Furthermore, concurrent with the construction of Bayfront Drive, the <br />Subdivider shall construct, at its sole cost, the required habitat interpretive <br />center and a public access trail along the alignment set forth as segment 3 in <br />Figure 1, from the southerly terminus of the segment 1 trail to the westerly <br />terminus of Bayfront Drive. <br />Prior to the construction of segment 2 or segment 3, Subdivider shall provide <br />a public access easement for those portions of said segment that are within <br />the boundaries of the Citation Homes property. <br />The Subdivider shall have no obligation to obtain off -site right-of-way <br />necessary to construct such trails. <br />ON -SITE IMPROVEMENTS <br />A. All site grading plans shall be prepared and grading activities carried out in <br />accordance with the D.F.
