<br />Consulting Services Agreement between City of San Leandro and Last revised 03/16/2022 <br />PlanIT Geo for Trees Master Plan Exhibit A – Page 1 of 17 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />BACKGROUND <br />The Trees Master Plan (“TMP” or “Plan”) was identified as an action item in the City’s 2021 Climate Action <br />Plan as an adaptation strategy for improving community-wide health, safety, and wellbeing. The strategies <br />for trees in this TMP will address the resilience of vulnerable populations against hazards of extreme heat <br />and flooding and support carbon sequestration goals. <br /> <br />To develop a plan for the City of San Leandro’s trees and increasing tree canopy cover, historical context, <br />policies, and practices must be reviewed to identify the strategies that will effectively address inequities— <br />primarily impacting the underserved, vulnerable, and indigenous populations in the City. The Trees Master <br />Plan will provide the short- and long-term strategies to redress these inequities. <br /> <br />San Leandro’s Public Works Street Maintenance Division is comprised of three sections: Street Services, <br />Pavement Maintenance, and Traffic Maintenance. The Street Services Section is responsible for the <br />maintenance of approximately 20,000 trees along City streets, at City facilities, and within City parks. <br />Preventive maintenance of trees is performed on an approximate seven-year schedule. Crews also <br />respond to new tree planting, trimming, and emergency removal requests. Trees along major <br />thoroughfares are trimmed by contract on an annual/biannual basis. In addition to other maintenance <br />services, the section administers the contract for median maintenance in public rights-of-ways, and other <br />public landscapes. <br /> <br />PROJECT UNDERSTANDING <br />Trees and urban forests provide environmental, ecological, economic, and social benefits to people living <br />in urban and suburban areas. Urban forests and community health are inextricably linked; the better an <br />urban forest, the greater a community’s health. A community that is engaged with its urban forest will <br />responsibly plant, care for, and nurture its trees, while inspiring others to do the same and supporting the <br />City’s urban forest management program. A thriving urban forest is only possible through a civic <br />commitment and partnerships shared by all. To responsibly care for and grow an equitable urban forest <br />while maintaining public health and smart development, the City allocated funding to develop a data- and <br />community-driven Trees Master Plan. <br /> <br />The project will adhere to and support the following principles: <br /> Incorporation of racial equity and indigenous practices; <br /> Integration with City plans. <br /> <br />And, at minimum, address or accomplish the following desired outcomes: <br /> Update and expand the comprehensive public tree inventory; <br /> Incorporation of racial equity and indigenous practices; <br /> Strengthen community engagement and integrate feedback and input; <br /> Develop strategies to address tree canopy equity, vulnerabilities, and benefits shared by all; <br /> Develop a forward-focused plan based on the challenges and opportunities; <br />DocuSign Envelope ID: 1AE05CA8-BBD0-405E-A659-A6D2E6473399
