ECONOMIC DEVELOPMENT AGENCY <br />JOINT EXERCISE OF POWERS AGREEMENT <br />This Agreement is made and entered into as of the 4 t h day of March , <br />1996, by and among the following parties: <br />a. City of San Leandro, hereinafter referred to as the "City"; <br />b. Redevelopment Agency of the City of San Leandro, hereinafter referred <br />to as the "Agency"; <br />RECITALS <br />The Parties to this Agreement have and possess the power and authorization to <br />make loans, grants and provide other forms of financial assistance to local businesses <br />and property owners, to incur debts and obligations, to hold title to real and personal <br />property as necessary to secure such obligations, to construct, maintain and operate <br />public improvements, to exercise the police power to remedy conditions of blight, <br />economic maladjustment and lack of productivity, and to provide for the protection <br />of the public health, safety and welfare. <br />Each of the Parties is authorized to contract with each other for the joint <br />exercise of any common power under Article I, Chapter 5, Division 7, Title 1, of the <br />Government Code. <br />Joint Exercise of Powers Agreement Page 1 of 20 <br />J.AW PD\C SL\136\AGRE EgOI N TP W R.CLN <br />
