e <br />:)RNIA DEPARTMENT OF FISH AND GAA <br />CERTIFICATE OF FEE EXEMPTION <br />De Minimis Impact Finding <br />Project Title/Location (include county): Property acquisition and traffic control devices for <br />automobile dealerships, 1066, 1072, 1152 Marina Boulevard, City of San Leandro, Alameda <br />County; San Leandro Redevelopment Agency, San Leandro, Alameda County. <br />Project Description: The proposal is for the Redevelopment Agency to acquire three <br />properties on Marina Boulevard and then resell them through the Disposition and <br />Development Agreement (DDA) process to an automobile dealership for the purposes of <br />selling new cars with related used car sales. The properties are 1066, 1072, and 1152 <br />Marina Boulevard. The possible placement of traffic restriction devices on Wayne Avenue <br />at Linton Street is also a part of the proposal. <br />Findings of Exemption: <br />The City Council and Redevelopment Agency approved the proposal to acquire three <br />properties on Marina Boulevard and then resell them through the Disposition and <br />Development Agreement (DDA) process to an automobile dealership for the purposes <br />of selling new cars with related used car sales. The properties are 1066, 1072, and <br />1152 Marina Boulevard. The City Council and Redevelopment Agency also <br />approved the possible placement of traffic restriction devices on Wayne Avenue at <br />Linton Street. <br />2. An initial study has been conducted to evaluate potential adverse environmental <br />impacts. <br />3. The City Council finds and determines that, when considering the record as a whole, <br />there is no evidence before the City that the proposed project will have potential for <br />an adverse effect on wildlife resources or the habitat on which wildlife depends. <br />4. The City Council, based on the substantial evidence incorporated on the initial study, <br />mitigated negative declaration, and staff report dated April 16, 1996, rebuts to <br />presumption of adverse effect provided in Section 753.5 (d) of Title 14, California <br />Code of Regulations. <br />Certification: <br />I hereby certify that the lead agency has made the above findings of fact and that <br />based upon the initial study and hearing record the project will not individually or <br />cumulatively have an adverse effect on wildlife resources, as defined in Section 711.2 of the <br />Fish and Game Code. 1// <br />Steph6 Emsl' <br />Title: Plan ng Manager <br />Lead Agency: City of San Leandro <br />Date: April 16, 1996 <br />Section 711.4, Fish and Game Code <br />
