WHEREAS, the Agency has approved and transmitted to the City Council the Reuse Report required by Health and Safety Code § 33433 by Agency Resolution No. 96- Io ; WHEREAS, the City Council has received the Reuse Report required by Health and Safety Code § 33433 and is familiar with the contents thereof; WHEREAS, the Agency has held a properly noticed public hearing and taken all other actions required by law to prepare and present the form of the Disposition and Development Agreement, and the Reuse Report; WHEREAS, the City Council does hereby take official notice of all documents, surveys, records and reports maintained in the ordinary course of business by the Agency and the City of San Leandro relating to the real properties which are the subject of the form of the Disposition and Development Agreement and the Reuse Report, and the City Council has considered the report and recommendations regarding the form of the Disposition and Development Agreement and the Reuse Report, and has provided an opportunity for all persons to be heard, and has received and considered all evidence and testimony presented for or against any and all aspects of the form of the Disposition and Development Agreement and the Reuse Report. NOW THEREFORE, the City Council of the City of San Leandro does hereby RESOLVE as follows: 1. That, pursuant to the California Health and Safety Code, the City Council makes the following findings: I. That the City Council finds that, on the basis of the following specific findings, the sale of the property, which may be purchased in whole or in part with tax increment revenues, set forth in the form of the Disposition and Development Agreement between the Redevelopment Agency of the City of San Leandro and the Batarse Family Trust, to the Batarse Family Trust will assist in the elimination of blight in the County of Alameda - City of San Leandro Joint Redevelopment Project Area. (a) The assembling of parcels, removal/renovation of existing improvements and construction of new automobile and used automobile dealerships will help to eliminate and prevent the spread of conditions of blight including deteriorating buildings, incompatible land uses, uneconomic land uses, contaminated sites, and obsolete structures by removing and replacing and/or renovating old and vacant buildings with new automobile and used automobile dealerships.
