The site, on which the Project will be constructed, is located in the northerly industrial section of <br />San Leandro, on the north side of Marina Boulevard between Interstate 880 and Pacific Avenue, <br />in the Joint County of Alameda -City of San Leandro Redevelopment Project Area. The subject <br />site consists of three parcels held in multiple ownerships. The parcels are improved with older <br />commercial structures and a single-family residential dwelling converted to office. One of the <br />three component parcels of the Agency Assemblage is contaminated by toxics, due to prior usage <br />as a gasoline service station. Most of the businesses on surrounding parcels are housed in older, <br />concrete block structures that are deteriorated and in need of repair or renovation, as well. The <br />existence of contamination, incompatible uses, deteriorating structures, and other factors hinder <br />the economic viability of all of these sites and are conditions that cause this area to be blighted. <br />The subject site fronts on the north side of Marina Boulevard, a major public thoroughfare. <br />Marina Boulevard has a full interchange with Interstate 880, as well, but the automobile <br />dealership sites have no highway- frontage nor are they visible from the freeway. The site is <br />located across the street from the very successful Marina Square Shopping Center, a value <br />oriented power center with Interstate 880 identity. To the south and east the neighborhood is a <br />mix of commercial and industrial uses. To the north and northeast of the subject site is an older, <br />modest residential neighborhood. <br />Access to the site is only fair, as a result of traffic configuration..There is a painted median along <br />Marina Boulevard in the area of the overall site, requiring vehicles traveling eastbound on Marina <br />Boulevard to make U-turns at Teagarden Street to access a portion of the site (1066-1072 Marina. <br />Boulevard). 1152 Marina Boulevard is at a signalized intersection, however, and has good <br />access. <br />The Redevelopment Agency has determined that the subject site and additional sites on the north <br />side of Marina Boulevard are ideal for construction of several automobile dealerships. The <br />transformation of this blighted industrial location into a site for several new automobile <br />dealerships and one used automobile facility will dramatically improve this underutilized area. <br />The Project will result in the removal of blight by the demolition and/or renovation of older <br />buildings and the environmental remediation of contamination in the area. The Project supports <br />the Agency's goal of reinforcing and expanding the commercial node started with the Marina <br />Square Shopping Center and providing a catalyst for additional private investment in the Project <br />Area. The Project also increases employment, both during the construction phase and thereafter; <br />increases the real property tax base; and produces greater sales and use taxes for the City. Thus, <br />the Agency is entering into an agreement in order to achieve its objective to remove blight that <br />currently exists on -site and to enhance its tax base.
