d. The designs shall incorporate visually pleasing and useful layout and <br />appearance while providing durable, efficiently maintainable <br />facilities. <br />e New buildings shall be sized to accommodate three water closets <br />and one sink for women, one water closet two urinals and one sink <br />for men. Central storage/utility rooms shall be sized to <br />accommodate all plumbing and electrical equipment and space for <br />maintenance storage and special use needs as required. <br />f. All plumbing fixtures shall be vandal resisting wall hung stainless <br />steel. All plumbing supply and waste lines shall be located within <br />the central storage/utility rooms to provide easy access for <br />maintenance and to provide protection from vandalism. <br />g. Electric hand dryers shall be provided for both men and women. <br />h. Interior fixture partitions shall be prefabricated concrete or similar <br />without doors on water closet stalls. <br />i. Durable, vandal resistant and easily maintained building materials <br />and features shall be considered such as: concrete block walls (split <br />face or similar outside, smooth inside), ceramic tile interior wall <br />treatment, concrete floor, wood frame gable roof with standing <br />metal seam roofing, vandal resisting steel gable end screens for <br />adequate ventilation, skylights, common entry area with locking <br />security gate similar to the Small Boat Launching Ramp restroom on <br />South Dike Road (provides for privacy screening areas to be locked <br />at night without night accessible alcoves), interior lighting, exterior <br />security lighting at entry. <br />j. Central storage rooms shall include new electrical service panel, <br />relocated existing irrigation controllers where applicable, retractable <br />hose for restroom wash-down/cleaning. <br />3. Freestanding drinking fountains shall be provided at locations away from <br />new buildings. <br />4. The designs shall include site grading, landscaping and irrigation system <br />modifications as required to accommodate construction of new buildings. <br />5.
