c IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 96- 73 (2096 ) RESOLUTION APPROVING ACTION PLAN FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS, FISCAL YEAR 1996-97, AND AUTHORIZING EXECUTION AND SUBMISSION THEREOF BY THE CITY MANAGER Recitals Through provisions of the Housing and Community Development Act and amendments, the Federal Government has made block grant funding available to local communities for the national objectives set forth in said Act. The City of San Leandro has published notice and has held a public hearing as required by the Federal Department of Housing and Urban Development to inform citizens of the new activities for which funds will be used. An Action Plan of Community Development objectives and the proposed use of funds has been prepared reflecting the City proposals and citizen input; a copy of said statement and list of activities is attached hereto and incorporated herein by reference. The Council is familiar with the contents and has determined that the activities will give maximum feasible priority to benefiting low- and moderate -income households or will give aid in prevention or elimination of slums or blight. The activities to be funded and carried out or constructed under this Action Plan are exempt under one or more of the following CEQA sections: 15301, l (A), 1(C), 1(D); or 15267. The City Manager recommends execution and submission of said Action Plan with activities and certifications as attached.
