Reporting <br />monitoring reports will be prepared and submitted to the following responsible agencies on an <br />annual basis each September: Corps of Engineers, BCDC, USFWS, CDFG, State Lands <br />Commission, Regional Water Quality Control Board. Alameda County Public Works <br />Department. The first report will be submitted after the first complete growing season is <br />concluded following construction. The report format will follow the Corps' October, 1991 <br />guidelines (Section VII.C). Each annual report will assess both attainment of yearly success <br />criteria as well as review progress made toward achievement of final performance criteria. <br />IV. :MONITORING AND MAINTENANCE RESPONSIBILITY <br />The City of San Leandro will accept full responsibility for monitoring and maintenance of the <br />WCDP facilities. However, the City continues to discuss with other agencies, particularly the <br />East Bay Regional Park District, the transfer of this responsibility at some future time. In any <br />event, the area will be managed as habitat in perpetuity. <br />V. COORDINATION WITH CITATION MITIGATION PLAN SING <br />Citation Homes Central has prepared and submitted for Corps approval a habitat mitigation and <br />monitoring plan immediately east of the WCDP plan area. The Citation plan would restore <br />muted tidal action to approximately 109 acres of existing salt marsh habitat on its property, <br />create 16 acres of wetland habitat from existing uplands (most of which was previously wetland <br />habitat), restore 23 acres of the Bluebird area to viable salt marsh habitat, and establish <br />enhancement programs for 17 acres of upland refugial habitat and buffer zones. <br />As presently proposed, the Citation plan would extend tidal inundation into the Citation property <br />by placing culverts at the old Lewelling Boulevard crossing of Roberts Landing Slough. The <br />culverts would be equipped with adjustable slide -flap gates on the "outside," with an outflow <br />culvert at Estudillo Canal. Two-way flow of tidal water is proposed. <br />The Citation plan would require excavation of the channel in Roberts Landing Slough and a <br />connection via a new channel to San Lorenzo Creek The work would be identical to that <br />proposed for the WCDP, except that the new channel would be slightly larger (approximately <br />17,000 cubic yards of excavation for both the Citation plan and WCDP, as opposed to <br />15 <br />
