EXHIBIT A-3 Page 2 of 10 -2- You are hereby authorized a time extension of Permit No. 17965E501A for two years from August 6, 1993 to September 15, 1995 in order to implement the Water Circulation and Drainage Plan as prepared in the documents described in Items 1,2,3 and 4 (a-d) above and as required in special conditions 1-4 of Permit No. 17965E50A. The permit conditions required that the City of San Leandro prepare a plan to enhance a 172-acre site owned and/or control. led b1 the State Lands Commission. The proposed Water Circulation and Drainage Flan would decrease the upland areas within the 172-acre site by approximately 12 acres, and convert approximately 11 acres of seasonally flooded areas, barren areas and transitional -high salt marsh to salt marsh. The proposed plan requires the following activities: a. Installation of four 48-inch diameter culverts within the shoreline levee in the North Marsh area, three of these culverts would be fitted with tide gates. b. Installation of an 18-inch diameter culvert in tie levee along Roberts Landing Slough in the East Area. C. Existing ditches will be enlarged (dredging) and new ditches created to improve circulation in the North Marsh, Bunker Marsh and Rcberts Landing Slough. d. A new channel is proposed between Roberts Landing and San Lorenzo Creek. e. A breach in the levee along the slough at the south end of Bunker Area is proposed. f. rive islands would be built in the North Marsh to an elevation of approximately 3.5 feet NGVD, the total fill for the five islands would be approximately'10 acres. However, with the elevation of the islands restricted to 3.5 feet NGVD, it is anticipated that these areas will remain juridictional. Your Permit No. 17965E50A is hereby modified to incorporate the proposed Water Circulation and Drainage Plan as presented in the above documents cited in Items 1-4 (a-d) and that the "revisions and clarifications" proposed in the Memo from Gary Cates to Greg Mailho, dated March 4, 1993 (Encl 1), be formally recognized and accepted in writing by the City of San Leandro.
