EXHIBIT A-3 <br />Page 2 of 10 <br />-2- <br />You are hereby authorized a time extension of Permit No. <br />17965E501A for two years from August 6, 1993 to September 15, 1995 <br />in order to implement the Water Circulation and Drainage Plan as <br />prepared in the documents described in Items 1,2,3 and 4 (a-d) <br />above and as required in special conditions 1-4 of Permit No. <br />17965E50A. The permit conditions required that the City of San <br />Leandro prepare a plan to enhance a 172-acre site owned and/or <br />control. led b1 the State Lands Commission. <br />The proposed Water Circulation and Drainage Flan would <br />decrease the upland areas within the 172-acre site by <br />approximately 12 acres, and convert approximately 11 acres of <br />seasonally flooded areas, barren areas and transitional -high salt <br />marsh to salt marsh. The proposed plan requires the following <br />activities: <br />a. Installation of four 48-inch diameter culverts <br />within the shoreline levee in the North Marsh area, <br />three of these culverts would be fitted with tide gates. <br />b. Installation of an 18-inch diameter culvert in tie <br />levee along Roberts Landing Slough in the East Area. <br />C. Existing ditches will be enlarged (dredging) and new <br />ditches created to improve circulation in the North <br />Marsh, Bunker Marsh and Rcberts Landing Slough. <br />d. A new channel is proposed between Roberts Landing <br />and San Lorenzo Creek. <br />e. A breach in the levee along the slough at the south <br />end of Bunker Area is proposed. <br />f. rive islands would be built in the North Marsh to an <br />elevation of approximately 3.5 feet NGVD, the total fill <br />for the five islands would be approximately'10 acres. <br />However, with the elevation of the islands restricted to <br />3.5 feet NGVD, it is anticipated that these areas will <br />remain juridictional. <br />Your Permit No. 17965E50A is hereby modified to incorporate <br />the proposed Water Circulation and Drainage Plan as presented in <br />the above documents cited in Items 1-4 (a-d) and that the <br />"revisions and clarifications" proposed in the Memo from Gary <br />Cates to Greg Mailho, dated March 4, 1993 (Encl 1), be formally <br />recognized and accepted in writing by the City of San Leandro. <br />
