The Applicant and/or Property Owner shall submit a Lot Line <br />Adjustment application for the merger of the four parcels at the project site. The Lot Line <br />Adjustment must be approved and recorded prior to issuance of the Building Permit and <br />Grading Permit. The application is available at hgps://www.sanleandro.org/262/Land- <br />Development. <br />9. Utility Removal. Utility laterals and services to be abandoned shall be entirely removed and <br />capped at the main line. <br />10. Utility Underground. Utility services to the site shall be placed underground. <br />11. Retaining Structures. Any retaining structures along the property line shall be constructed <br />from durable materials such as reinforced concrete or concrete blocks. Any such structures <br />shall be constructed entirely on the subject property, unless appropriate easements and <br />permissions are obtained from the neighboring properties. Drainage systems along the new <br />retaining structures shall direct water to nearest onsite stormwater system and/or follow the <br />existing drainage patterns for the site and comply with overland release best management <br />practices. <br />12. Grading Permit. A Grading Permit is necessary for this project. The requirements for said <br />permit are indicated in San Leandro Municipal Code §7-12. The permit will be issued prior <br />to or concurrent with the Building Permit. The San Leandro Municipal Code can be found at <br />hops://www.sanleandro.org/953/Permits. <br />13. San Francisco Bay Region Municipal Regional Stormwater NPDES Permit. Because the <br />project creates or replaces more than 10,000 SF of impervious surface, it is considered a <br />Regulated Project according to Provision C.3.b of the San Francisco Bay Region Municipal <br />Regional Stormwater NPDES Permit (Order No. R2-2015-0049, NPDES Permit No. <br />CAS612008, adopted 11/19/2015). Regulated projects must provide stormwater treatment <br />per the aforementioned MRP document and the Alameda County Clean Water Program <br />(ACCWP) C.3 Technical Guidance document. <br />14. Hydrology and Hydraulic Analysis. Provide hydrology and hydraulic analysis and <br />calculations for the proposed storm drainage system with the Grading Permit submittal. These <br />calculations shall also include analysis of the proposed pump system and the discharge at the <br />through curb drains to Washington Avenue. <br />15. Construction General Permit. The project is subject to a Construction General Permit <br />according to the National Pollutant Discharge Elimination System (NPDES) General Permit <br />No. CAS000002. The general permit is applicable to construction sites that disturb one or <br />more acres of land surface. The Applicant and/or Property Owner will be required to register <br />the project with the State Water Board's Storm water Multi -Application and Report Tracking <br />System (SMARTS) website. A Qualified SWPPP Developer (QSD) and a Qualified SWPPP <br />Practitioner (QSP) must be responsible for permit compliance. The SMARTS system will <br />generate a Waste Dischargers Identification (WDID) number which must be printed on the <br />grading and/or erosion control plans. <br />16. Operations and Maintenance Agreement.
