H. Noise levels shall not exceed sixty decibels (60 dBA) as measured at the property line of an R district or otherwise shall not exceed seventy decibels (70 dBA). The site of the facility shall be kept free of litter and any other undesirable material. Containers shall be clearly marked to identify the type of material that they contain. A notice stating that no material shall be left outside the recycling containers shall be displayed. J. Sign requirements shall be those provided for the zoning district in which the facility is located. In addition, each facility shall be clearly marked with the name and phone number of the facility operator and the hours of operation. K. No dust, fumes, smoke vibration or odor above ambient level may be detectable on neighboring properties. III. ENGINEERING AND TRANSPORTATION DEPARTMENT REQUIREMENTS A. Pursuant to Government Code Section 66020, including Section 66020 (d) (1), the City HEREBY NOTIFIES the applicant for this Project that the 90-day approval period (in which the applicant may protest the imposition of any fees, dedications, reservations, or other exactions imposed on this Project by these Conditions of Approval) will begin on the date of the conditional approval of this Project. If you fail to file a protest within this 90-day period, complying with all of the requirements of Government Code Section 66020, you will be legally barred from later challenging any such fees, dedications, reservations or other exactions. B. The proposed development shall comply with City ordinances, policies and regulations. All improvements shall be in accordance with the City's Design Standards, Specifications and Standard Plans unless otherwise specifically approved by the City Engineer. C. Applicant shall pay design review fees, pen -nit fees, inspection fees, sewer connection fees, and any other fees charged by the City or other reviewing agencies for the review, approval, permitting and inspection of the public and/or private improvements. D. Applicant shall remove any unused driveways or damaged driveways, sidewalk, and curb and gutter along the full property frontage and shall construct new City standard driveway, sidewalk, curb and gutter in place of the removed items. E. Applicant shall obtain an Encroachment Permit from the Engineering and Transportation Department and pay encroachment permit fees .for any work within the public right-of-way prior to the issuance of building permits for the project. F. Applicant shall comply with the regulations and provisions contained in the City's Grading Ordinance, the City's Municipal Regional Storm Water Permit, to the satisfaction of the City Engineer. G. Sidewalks and parking lots shall be swept regularly to minimize the accumulation of litter and debris.
