4 <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 96 - 88 (2500 ) <br />RESOLUTION ALLOCATING FEDERAL HOME FUNDS TO SAN LEANDRO <br />SHELTER FOR WOMEN AND CHILDREN/RUBICON PROGRAMS FOR ALAMEDA <br />NAVAL AIR STATION NAVY LODGE HOUSING AND AUTHORIZING FUNDING <br />COMMITMENT BY THE CITY MANAGER <br />Recitals <br />WHEREAS, the City of San Leandro is committed to the goals of expanding .the supply <br />of decent and affordable housing; and <br />WHEREAS, the San Leandro Shelter and Rubicon Programs, a non-profit housing <br />developer, have formed an alliance and created a proposal to rehabilitate 54 units of housing <br />as affordable housing for homeless women, small female -headed households, and single women <br />with disabilities, at the Alameda Naval Air Station (NAS) Navy Lodge Building; and <br />WHEREAS, staff has proposed the allocation of HOME funds to be contributed as the <br />local matching funds for the NAS Navy Lodge project, in the amount of $200,000, which will <br />be augmented by approximately $600,000 from other sources (the Low Income Housing Loan <br />Fund and HUD); and <br />WHEREAS, San Leandro has a current balance of $551,740 in uncommitted HOME <br />funds; and <br />WHEREAS, the proposed use of funds is permitted under guidelines of the HOME <br />federal housing grant program; and <br />WHEREAS, the City Manager has recommended approval of said funding allocation. <br />NOW, THEREFORE, the City Council of the City of San Leandro does RESOLVE as <br />follows: <br />
