9 <br />IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 96 - 92 (1120) <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SAN LEANDRO TRANSFERRING CITY PARKING <br />LOTS TO THE SAN LEANDRO REDEVELOPMENT AGENCY <br />WHEREAS, the revitalization of Pelton and Scribner shopping centers will be beneficial <br />to the economic health of Downtown San Leandro; and <br />WHEREAS, the Redevelopment Agency of the City of San Leandro has prepared an <br />Owner Participation Agreement (OPA) with the owner of the Scribner shopping center for its <br />revitalization; and <br />WHEREAS, under the OPA, two land parcels, a map of which is attached hereto as <br />Exhibit A, that are currently owned by the City of San Leandro and used as parking lots, will <br />be transferred to the owner of the Scribner shopping center, in exchange for a parcel owned <br />by Mrs. Scribner, adjacent to Pelton Center; and <br />WHEREAS, the City desires to transfer the said properties to the owner of Scribner <br />Center; and <br />WHEREAS, the aforesaid two properties must first be transferred from the City of San <br />Leandro to the Redevelopment Agency of the City of San Leandro, so that the Agency can <br />convey the properties to the owner of Scribner Center, in accordance with the provisions of the <br />OPA; and <br />WHEREAS, a Grant Deed transferring the properties from the City of San Leandro to <br />the Redevelopment Agency of the City of San Leandro, a copy of which is attached, has been <br />presented to the Council; and <br />
