IN THE CITY COUNCIL OF THE CITY OF SAN LF.ANDRO RESOLUTION No. 91- 259 (2698 ) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN LEANDRO ADOPTING THE ABANDONED VEHICLE PROGRAM FOR ALAMEDA COUNTY WriEREAS, Assembly Bill 4114 by Members Clute and Bently has become law as of January 1, 1992 ; and WH=-REAS, the bill allows for the establishment of a countywide authority to abate abandoned vehicles; and WH=�S, such vehicles have become a blight upon land, offending aesthetic sensibilities, harboring inimical insects and other health threatening creatures, and allowing valuable resources to go to waste; and wfiEREAS, under provisions of AB 41.14 the majority of cit_--s representing the majority of the incorporated population in conjunction with two-thirds of the Board of Supervisors may appoint an organization to be the countywide abandoned vehicle abatement authority; and WHZ.--7,EAS,. the Alameda County Vehicle Abatement 20-,thor4-ty has created an Alameda County Abandoned Vehicle Abatement Program consistent with the State of California -guidelines; and W"ii EAS , the statute requires that the majority o . the cities representing the majority of the incorporated population and the Board of Supervisors approve and endorse the program; and W3EREAS, the City of San Leandro believes � at the prog_am will be of benefit to the populace of the City and the enti_e County;
