SECTION D: OTHER ACTIONS UNDERTAKEN <br />Removal of Barriers to Affordable Housing <br />Funding: The City of San Leandro will make every effort to continue applying HOME and <br />Redevelopment funds towards affordable housing programs and projects as long as funding is <br />available. <br />Policy: During FY 1995-96 the City of San Leandro established the Affordable Housing <br />Task Force made up of community members dedicated to reviewing affordable housing <br />issues. A list of adopted priorities will be presented to the City Council in Fall 1996, after <br />several community input meetings are held to receive comments. Upon adoption, a five year <br />affordable housing strategy will be established. <br />Evaluation and Reduction of Lead -Based Paint Hazards <br />The City of San Leandro initiated discussion with the Alameda County Lead Abatement <br />Program staff to develop an educational brochure for San Leandro residents which will be <br />available during FY 1996-97. In addition, staff began looking into lead education classes for <br />residents which would be coordinated with the Building Department. <br />Anti -Poverty Strategy <br />The City of San Leandro has placed economic development programs as a high priority. <br />During FY 1995-96, the City Council authorized a full assessment of past and current <br />economic trends, in an effort to plan for a healthy economic future. This resulted in a full <br />Economic Development Strategy, due to be presented to the City Council in Fall 1996. <br />Economic development efforts highlighted business retention and revitalization - job retention <br />and creation were key goals. Business revitalization on all levels were addresses - industrial, <br />commercial and retail. <br />As part of the ongoing efforts, the CDBG staff continued to work closely with the Economic <br />Development staff to provide assistance through the Small Business Loan Program. During <br />FY 1995-96, four new businesses were funded, with approximately 20-35 new jobs being <br />created for residents. <br />Additionally, the CDBG program teamed up with the City's Community Assistance funding <br />program to support nonprofit agencies that provide job assistance to low income members of <br />the community. During FY 1995-96 several agencies received support including Project <br />Literacy, Davis Street Community Center, Community Resources for Independent Living <br />(CRIL), and the San Leandro Shelter. During this year a new program coordinated through <br />Project Literacy, successfully teamed local industries with Literacy tutors to provide literacy <br />and job -skill assistance on the job site. <br />
