APPENDIX E -(PART 2) <br />INITIAL STUDY <br />(ENVIRONMENTAL CHECKLIST FORM) <br />13. TRANSPORTATION/CIRCULATION. <br />Will the proposal result in: <br />b. Effects on existing parking facilities, or demand for new parking? <br />Increase in the use of bicycles as alternative transportation may increase the <br />demand for convenient bicycle parking at destination points such as schools, <br />BART stations, shopping centers and industrial and office locations. This could <br />result in the displacement of existing vehicle parking to provide additional bicycle <br />parking. The San Leandro Zoning Code currently requires bicycle parking as part <br />of a Use Permit or Site Development approval. For commercial use the <br />requirement is 5 percent of the requirement for automobile parking spaces. <br />d. Alterations to present patterns of circulation or movement of people and/or <br />goods. The bikeway plan encourages the use of bicycles in San Leandro. With <br />the favorable qualities the City offers to bicycle riding, it's bicycle mode split to <br />work has the potential to exceed the current national average of 1.0% and year <br />2005 national goal of 5.0%. Cyclists may be encouraged to use designated bike <br />routes, especially Class I and H lanes, compared to routes presently used in the <br />City. The future implementation of some of the Class I and II routes will create <br />bicycle route alternatives that presently do not exist. <br />f. Increase in traffic hazards to motor vehicles, bicyclists or pedestrians? The <br />Bikeway Plan increases the number of designated bike routes in the city. <br />Encouraging cyclists to use signed routes may give them a false sense of security <br />and they may lower their level of caution. This may make them more likely to be <br />involved in an accident. If the Bikeway Plan increases bicycle use in the city, the <br />fact that the number of cyclists increases may result in a higher bicycle accident <br />rate. <br />
