Section 20. Severabilit� The invalidity of any clause, part or provision of this <br />Regulatory Agreement shall not affect the validity of the remaining portions thereof. Nothing <br />in this Regulatory Agreement shall prevent the City from exercising any of its rights under the <br />Deed of Trust. <br />Section 21. Governing Law. This Regulatory Agreement shall be construed in <br />accordance with the laws of the State of California. Nothing in this Regulatory Agreement <br />shall prevent the City from exercising any of its rights under the Deed of Trust. <br />Section 22. Amendments. Except as otherwise provided here under, this Regulatory <br />Agreement may not be amended, changed, modified, altered or terminated except as permitted <br />in this Agreement.
