EXHIBIT E GENERAL FEDERAL/STATE CONDITIONS COMMUNITY DEVELOPMENT BLOCK GRANT (Service Agreement) 1. GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be funded by fiscal assistance from another governmental entity, Contractor shall comply with all applicable rules and regulations to which City is bound by the terms of such fiscal assistance program. In particular, Contractor agrees to comply with all applicable provisions of the Housing and Community Development Act of 1974 (Public Law 93-383) and regulations promulgated pursuant thereto. 2. RECORDS. Records must be kept accurate and up-to-date. Contractor's records shall be made available for review by the City, HUD or their designee. Contractor shall be responsible to maintain, for not less than three (3) years after completion of this Agreement, all records pertaining to this Agreement, including subcontracts and expenditures, and all other financial and property records. 3. AUDITS AND INSPECTIONS. A. Contractor shall at any time during normal business hours and as often as the City, HUD and the Comptroller General of the United States may deem necessary, make available to their representatives for examination all of Contractor's records with respect to all matters covered by this Agreement and shall permit these representatives to audit, examine and make excerpts or transcripts from such records, and to make audits of all documents and conditions relating to this Agreement. All costs are subject to the eligibility requirements of HUD. B. Contractor shall permit and facilitate observation and inspection of the work and records at Contractor's principal office and job site by City, its employees and public authorities during reasonable business hours. 4. EQUAL EMPLOYMENT OPPORTUNITY. A.
