8. The Urban Runoff Clean Water Program requires that all runoff be treated to remove sediment and water borne pollutants prior to discharge into a public facility. If filtration -type catch basins are used, the CC&Rs shall specify the responsibility of the Homeowners' Association to regularly inspect and maintain the filtration systems. Such inspection and maintenance shall include replacing the inlet filters a minimum of two times each calendar year. 9. All on -site storm drain inlets must be labeled "No dumping — Drains to Bay" or equivalent using methods approved by the City or County. All on -site storm drains must be cleaned at least twice a year and immediately prior to the rainy season. Additional cleaning may be required by the City Engineer. E. WATER SYSTEM 1. Prior to approval of the first Final Map for the project, the Subdivider shall submit signed agreements with EBMUD for the construction of the proposed water main connections. 2. Prior to issuance of the first building permit, all proposed water main construction and improvements in Fremont Avenue and Chapman Road, should be completed, unless other fire fighting measures, acceptable to the Fire Marshal, are made available on site during construction. 3. On site EBMUD street fire hydrants with minimum fire flow and spacing in accordance with the San Leandro Uniform Code will be required. Prior to installation, the Fire Department shall approve the location of the fire hydrants. A water supply shall be in place prior to combustible material being moved into any phase of the project. F. SANITARY SEWER SYSTEM 1. Sanitary sewer service to the project is proposed by connections to Oro Loma facilities and City maintained facilities flowing into the Oro Loma System. Prior to the approval of the first Final Map, the Subdivider shall submit a copy of the signed agreement with Oro Loma for the proposed sanitary sewer connection. In addition, the Subdivider shall evaluate the capacity of the existing City maintained facilities effected by the increased flows from the project site. The evaluation shall identify any capacity deficiencies and required improvements to meet the needs of the project. All required improvements are subject to the review and approval of the City Engineer and shall be constructed as part of the Subdivision improvements. 2. The Subdivider shall install manhole(s) at the point(s) of connection of private sewers to public sewers to clearly demarcate maintenance responsibilities.
