Local policy documents that support the proposed tree planting include the San Leandro City <br />Council's Vision Statement, the City of San Leandro's Capital Improvement Plan, the City of San <br />Leandro Parks Needs Assessment, the City of San Leandro Draft Tree Master Plan, the Airport <br />Gateway Area Urban Design Concept of the cities of Oakland and San Leandro. The proposed tree <br />planting is also consistent with the Estudillo Homeowners' Associations MacArthur Estudillo Gateway <br />Action Plan. <br />Permits are not required for any of the proposed tree plantings except for the Doolittle Drive tree <br />plantings, which is located within the Caltrans right-of-way fo Route 61.
