Nichols <br />Secretary for Resources <br />Resources Agency of California <br />1416 Ninth Street, Suite 1311 <br />Sacramento, CA 95814 <br />Dear Ms. Nichols: <br />I am writing on behalf of the Estudillo Homeowners Association (EHOA) and its MacArthur-Estudillo <br />Gateway Action (MEGA) committee, to express our strong support for the City of San Leandro's Urban <br />Forestry Grant Proposal under the Environmental Enhancement and Mitigation Program. <br />The City of San Leandro's grant proposal identifies Estudillo Avenue as a target area for street tree <br />planting. Estudillo Avenue is a major collector street carrying 15,000 vehicles per day through a single- <br />family residential neighborhood between Interstate 580 and downtown San Leandro. The Estudillo Avenue <br />/ Davis Street corridor also serves as one of the major connections between Interstate 880 and Interstate <br />580. The neighborhood would benefit greatly from the planting of trees to offset vehicular emissions and <br />noise and would contribute to efforts to slow vehicular speed. <br />The planting of street trees along Estudillo Avenue and adjacent neighborhood streets is an important <br />element identified in the MacArthur-Estudillo Gateway Plan. Formed in 1996, MEGA's work is founded <br />on a base of broad community input. MEGA is currently working intensively with the City of San Leandro <br />and with a group of volunteers, including neighborhood residents and technical resource people, to develop <br />a MacArthur-Estudillo Gateway Plan Document. This document spells out EHOA's vision for the <br />MacArthur-Estudillo Gateway, summarize historical forces and existing conditions, and outline a phased <br />plan for funding and implementing urban design and traffic calming features to improve the quality of life <br />in the Estudillo neighborhood and in the City of San Leandro as a whole. Neighborhood residents have <br />strongly advocated the planting of large canopy trees along Estudillo Avenue and adjacent neighborhood <br />streets to restore the neighborhood to its historical esthetic character. <br />The Estudillo Homeowners Association will present the MacArthur-Estudillo Gateway Plan to City <br />Council in the summer of 2000 and request that it become an adopted policy document supplementing the <br />city's new General Plan.
