2. Implementation Plan <br />An Implementation Plan is not required as part of the plan amendment process. The <br />Implementation Plan for the Plaza 1 and 2 Redevelopment Project Areas was adopted on <br />November 14, 1994. The Implementation Plan identified the site at 960 San Leandro <br />Boulevard (also known as the "Corporation Yard") as a key strategic site for carrying out <br />a Redevelopment Project, and identified it as a key site for a Development Agreement. <br />The proposed Plaza 2 Plan Amendment is consistent with the economic development <br />programs listed in the Implementation Plan. Moreover, the Plan Amendment is a <br />necessary step in the process of redeveloping the vacant land at 960 San Leandro <br />Boulevard. <br />3. Method of Financing <br />There will be no change in the financing aspects of the Redevelopment Plan. <br />4. Relocation Plan <br />The proposed Plan Amendment does not require the removal of any existing dwelling <br />units, and this section is therefore not applicable. <br />5. Preliminary Plan Analysis <br />A Preliminary Plan is not required for a redevelopment plan amendment and this section <br />is therefore not applicable. <br />6. Planning Commission Report <br />The Planning Commission found the proposed Plaza 2 Redevelopment Plan Amendment <br />to be consistent with the San Leandro General Plan at the July 24, 1997 Planning <br />Commission meeting. The Planning Commission staff report is attached for reference as <br />Exhibit A. <br />This section on Communications is technically not applicable to and not required for a <br />redevelopment plan amendment. However it is worth noting that there has been <br />extensive community participation in the development of the proposed Plan Amendment <br />and proposed shopping center project over the past two years. There were several at - <br />large community meetings, five meetings of a Citizens Site Plan and Architectural <br />Committee, and two meetings at the site with adjoining property owners. In addition, as <br />required per State Law, notices of the proposed plan amendment were sent to all property <br />owners in the Plaza 2 Redevelopment Area. Moreover, courtesy notices about the plan <br />amendment and the proposed project were sent to all property owners in the immediate <br />vicinity of the project site. <br />-3- <br />
