The City Manager, for management employees or officers, or the City Council, for Council appointees, is hereby <br />authorized to and may authorize incentive pay adjustments of up to ten percent of an individual's annual <br />compensation as set forth in the Pay Plan. This adjustment, payable annually (fiscal or calendar) is applicable only <br />to those management staff members who, in the City Manager's sole judgment (for management employees) or <br />City Council (for Council appointees) have in their job performance consistently demonstrated a high degree of <br />productivity, excellence in overall job performance, effective and economic management and commitment to City <br />goals and objectives. Such adjustments shall not be authorized for more than twenty percent of the total <br />management group. <br />All rates shown, and conditions set forth herein, are in full dollar payment for services rendered and are intended to <br />cover full payment for the number of hours now regularly worked in each class. Employees who work less than <br />full-time in a classification for which a full-time pay rate is shown, shall be paid the hourly rate equivalent of the <br />full-time pay rate. <br />Whenever a position is assigned to a classification wherein the pay range is lower than that of the classification to <br />which the position had previously been assigned, the pay range previously applicable to such position shall remain <br />applicable thereto until such time as the pay range of the classification to which the position is currently assigned <br />becomes equal to or higher than the pay range previously applicable to the position. <br />Each promotion shall carry with it a pay increase and the procedure covering the normal, minimum hiring rate <br />shall not necessarily apply. <br />The Personnel Relations Board is authorized to include in the Personnel Rules benefit programs applicable to <br />specific employment classifications. In instances where such benefit programs include a percentage allowance of <br />monthly salary, or a fixed dollar amount, such Rules are subject to initial review and approval by the City Council. <br />The provisions of this Pay Plan applicable to such classes are modified to the extent provided in Rules so adopted <br />by the Personnel Relations Board. <br />Employees represented by the San Leandro City Employees' Association may be assigned to perform the duties of <br />a permanent position in a higher classification on a temporary basis. Such assignments shall be termed "acting <br />assignments" and shall be made subject to the following conditions: <br />1. Acting assignments shall be made by the department head only, with City Manager approval, and shall be <br />made prior to the beginning of the shift and with written notification to the acting employee; <br />2. Acting assignments shall be made only in those instances where the acting employee is required to perform <br />all of the duties and responsibilities of the position for which the employee is acting. Acting pay shall not <br />be authorized for periods of less than one (1) full work day; <br />3. Acting pay shall be that certain step in the pay range of the higher classification which generates an <br />increase above the acting employee's current pay of not less than five percent (5%). <br />2 <br />
