71 ` IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO. 98 - 35 (2648/ 2841) A RESOLUTION AUTHORIZING THE ASSISTANT CITY MANAGER, ASSISTANT FINANCE DIRECTOR, OR POLICE CAPTAIN, SERVICES BUREAU TO FILE REQUESTS FOR STATE AND FEDERAL FINANCIAL ASSISTANCE IN THE EVENT OF A DECLARATION OF LOCAL EMERGENCY 1. In the event of a local emergency, state and federal financial assistance are sometimes available to local jurisdictions under P.L. 93-288, as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the Natural Disaster Assistance Act. 2. When an emergency occurs, it is sometimes necessary to obtain immediate financial assistance to protect the health, safety and welfare of the citizens of San Leandro. 3. The State of California Governor's Office of Emergency Services permits local governments to designate an agent to request funds on behalf of the City in order to expedite the process in times of emergency. The City Council of the City of San Leandro does RESOLVE as follows: 1. That the Assistant City Manager, or the Assistant Finance Director, or the Police Captain, Service Bureau in that order, are hereby authorized to execute for and on behalf of the City of San Leandro, a public entity established under the laws of the State of California, an application for emergency financial assistance and to file it in the Office of Emergency Services for the purpose of obtaining certain federal financial assistance under P.L. 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the Natural Disaster Assistance Act. 2. That the City of San Leandro hereby authorizes its agents to provide to the Governor's Office of Emergency Services for all matters pertaining to such state disaster assistance the assurances and agreements required to obtain the assistance.
