10,10 0.118 <br />GENERAL FEDERAL/STATE CONDITIONS <br />COMMUNITY DEVELOPMENT BLOCK GRANT <br />(Service Agreement) <br />1. GOVERNMENTAL REGULATIONS. To the extent that this Agreement may be funded <br />by fiscal assistance from another governmental entity, County shall comply with all applicable <br />rules and regulations to which City is bound by the terms of such fiscal assistance program. In <br />particular, County agrees to comply with all applicable provisions of the Housing and Community <br />Development Act of 1974 (Public Law 93-383) and regulations promulgated pursuant thereto. <br />2. RECORDS. Records must be kept accurate and up-to-date. County's records shall be <br />made available for review by the City, HUD or their designee. County shall be responsible to <br />maintain, for not less than three (3) years after completion of this Agreement, all records pertaining <br />to this Agreement, including subcontracts and expenditures, and all other financial and property <br />records. <br />3. AUDITS AND INSPECTIONS. <br />A. County shall at any time during normal business hours and as often as the City, <br />HUD and the Comptroller General of the United States may deem necessary, make available to <br />their representatives for examination all of County's records with respect to all matters covered by <br />this Agreement and shall permit these representatives to audit, examine and make excerpts or <br />transcripts from such records, and to make audits of all documents and conditions relating to this <br />Agreement. All costs are subject to the eligibility requirements of HUD. <br />B. County shall permit and facilitate observation and inspection of the work and <br />records at County's principal office and job site by City, its employees and public authorities during <br />reasonable business hours. <br />4. EQUAL EMPLOYMENT OPPORTUNITY. <br />A. During the performance of this Agreement, County agrees as follows: <br />a.
