The San Francisco Bay Conference Resort Project which is the subject of <br />this new lease is consistent with the legislative expression of the General Plan. <br />On April 17, 1996, the Bay Development and Conservation Commission <br />approved the pen -nit for the Conference Center which is required for all development <br />within the 100' shoreline band. <br />The Board of Zoning Adjustments granted approval for the Conference Center <br />on September 5, 1996. This decision .vas duly appealed by the Mulford Gardens <br />Improvement Association. The appeal was heard by the City Council at a public <br />hearing on November 4, 1996. <br />On November 4, 1996, the San Leandro City Council approved the <br />Conditional Use Pennit which included architectural elevations, conceptual floor <br />plans and landscaping for a 200 room hotel, conference facilities, a restaurant, lobby <br />and observation areas. <br />The Initial Environmental Study and Mitigated Negative Declaration was <br />circulated for public review from August 19, 1996 to September 17, 1996. The City <br />Council approved the Negative Declaration on November 4, 1996, in conjunction <br />with the approval of the Condition Use Permit.
