Priority #5: Increase the availability of services and housing and fill gaps along the <br />continuum of care for homeless people and people at risk of becoming <br />homeless. <br />Resources Used: <br />The City applied CDBG, Community Assistance, and HOME funds to programs <br />during this year. <br />Activities Undertaken: <br />The City continued its participation in the development of the Continuum of Care <br />strategy as a member of the working group. The initial phases of the program began <br />during 1995-96; the Plan was adopted in May 1997. The City continued to support <br />emergency shelter and transitional housing programs for homeless people and people <br />at risk of becoming homeless. <br />Transitional Housing - the City continued its participation in the Alameda County <br />HOME-TAC Consortium for use of the HOME funds. The City continued working <br />with San Leandro Shelter on the project involving $200,000 of HOME Grant funds <br />to rehabilitate 54 units at the Alameda Naval Base Navy Lodge. This project was <br />initiated during FY1995-96. <br />Services and Facility Improvements - the City provided both CDBG and Community <br />Assistance funds to the San Leandro Shelter for Women and Children, Davis Street <br />Community Center, and the Emergency Shelter Network (ESN). Funds were <br />allocated for services and facility improvement projects. <br />Rental Assistance - the City contracted with ECHO Housing, Inc. to provide a <br />Rental Assistance Program (RAP) to residents. The program assisted with move -in <br />costs or delinquent rent due to a temporary financial setback by arranging for a <br />guaranteed repayment contract between the tenant and landlord. During this time <br />period, 12 households were assisted. <br />Geographic Distribution: <br />The Navy Lodge project is located at the Alameda Naval Base and will be made <br />available to clients of the San Leandro Shelter for Women and Children. Davis <br />Street Community Center and RAP provide services citywide. ESN coordinates <br />services throughout the County. <br />Leverage of Non -Federal Resources: <br />The City Council annually allocates general funds to create the Community <br />Assistance Program. These funds are made available to nonprofit agencies serving <br />San Leandro residents. <br />Matching Contributions: <br />The Transitional Housing Project coordinated by the San Leandro Shelter includes <br />HUD Supportive Housing Program funds which includes matching contributions. <br />
