During the continuance period, Councilmember Polvorosa, the City Manager and staff <br />continued to work with the involved parties. Following is a summary of the negotiation process <br />during this period: <br />• On November 26, 1996, Councilmember Polvorosa and staff met with Mr. Sullivan. A <br />compromise was proposed and Mr. Sullivan agreed to review the proposal with his tenants. <br />• In a letter dated December 4, 1996, Mr. Sullivan submitted a proposal to close the vehicle and <br />pedestrian gate between the hours of 10:00 p.m. and 5:00 a.m. <br />• On December 12, 1996, Councilmember Polvorosa and staff met with representatives of Harold <br />Avenue to review Mr. Sullivan's proposal. <br />• In a letter dated December 17, 1996, the Harold Avenue residents indicated that they could not <br />accept the proposal because it did not place enough limitation on the pedestrian gate. The <br />neighbors indicated that they were willing to consider another compromise which closed the <br />pedestrian gate or made it exit only. <br />• The Harold Avenue neighbors met again without staff and developed another proposal which <br />was submitted in writing on January 13, 1997. That letter put forth two proposals. One closed <br />the vehicle and pedestrian gate between the hours of 6:00 p.m. and 6:00 a.m. The other <br />proposal closed the vehicle and pedestrian gate between the hours of 10:00 p.m. and 5:00 a.m. <br />and made gate exit only. <br />• On January 29, 1997, Councilmember Polvorosa and staff met with Mr. Sullivan to review the <br />latest proposal. <br />• In a letter dated February 10, 1997, Mr. Sullivan indicated that he had reviewed the proposals <br />with his tenants.
