Following is a summary of the negotiation process
during this period:
• On November 26, 1996, Councilmember Polvorosa and staff met with Mr. Sullivan. A
compromise was proposed and Mr. Sullivan agreed to review the proposal with his tenants.
• In a letter dated December 4, 1996, Mr. Sullivan submitted a proposal to close the vehicle and
pedestrian gate between the hours of 10:00 p.m. and 5:00 a.m.
• On December 12, 1996, Councilmember Polvorosa and staff met with representatives of Harold
Avenue to review Mr. Sullivan's proposal.
• In a letter dated December 17, 1996, the Harold Avenue residents indicated that they could not
accept the proposal because it did not place enough limitation on the pedestrian gate. The letter indicated that the tenants would not accept either of the latest
G:UOANNVSMORnYWSFINDG.CC
