2. Problems have arisen due to the existence of a pedestrian gate between the complex <br />and Harold Avenue: increased on -street parking on Harold Avenue; increased pedestrian traffic <br />in the neighborhood; littering; loitering; and illicit activity (including drug use; sexual activity) in <br />the neighborhood; <br />3. There are safety problems related to driving to and from the apartments via <br />Washington Blvd., which have resulted in a number of accidents and include poor visibility <br />when exiting the complex; the inability to accelerate to merge safely with traffic on Washington; <br />the inability to safely make a left-hand turn (south) from the apartment complex onto <br />Washington (in order to access Nimitz freeway); <br />4. The availability of a pedestrian gate onto Harold Avenue provides greater safety for <br />pedestrians than traveling on Washington Avenue; and <br />5. The necessity of access by the Fire Department from Harold Avenue into the <br />complex. <br />I Problems associated with a driveway from the apartments to Harold Avenue: <br />A.
