Transportation Consultants RE C E IV E D <br />NOV 0 6 1*6 <br />MEMO <br />rr,e Planning & Engineering, Inc. <br />November 5, 1996 <br />Project No.: 04 <br />To: Steve Fitzsimons, CCS Planning & Engineering, Inc. <br />From: Gary Kruger, TJKM Transportation Consultants 14" 6-A-k� <br />Subject: Detailed Generation 15 Software Proposal - East 14th Street/Mission <br />Boulevard TCM <br />In response to your request, this memo provides a more detailed presentation of TJKM's proposal <br />to develop Generation 1.5 Signal System software for the East 14th Street/Mission Boulevard TSM <br />project currently under design by CCS. This memo supersedes the proposal transmitted to you on <br />September 17, 1996. This updated proposal: <br />A) provides an overall view of the functions (modules) of the Generation 1.5 software as it <br />relates to signal systems, <br />B) defines specific capabilities and functions of the Generation 1.5 software, <br />C) indicates which of the software modules can be independently developed by TJKM, <br />which modules will need cooperation and assistance from the developers of CT Net, and <br />which modules will need cooperation and assistance from Econolite (it is assumed that <br />cooperation and assistance with CT Net is a given, and cooperation and assistance from <br />Econolite is likely, but not guaranteed), and <br />D) identifies the costs and the steps needed to improve the City of Campbell TIS (this memo <br />assumes that all rights to TIS will be granted to the public by the City of Campbell if the <br />enhancements to TIS described in this memo are also provided to the City of Campbell). <br />A. Overview of Linkages Between Signal Systems and Generation 1 S Software <br />Figure 1 on the following page shows the generalized functions and data flow of both <br />signal system software and Generation 1.5 software. Signal system software (eg., CT <br />Net, Quicnet, Traconet, Econolite Zone Master IV, Econolite TMS, etc.) provides <br />centralized control and communications between the central signal monitor and field <br />masters and single intersection controllers and detectors. It is this software that eases the <br />tasks of coordinating signals in a specific group of signals by providing the traffic <br />engineer centralized access to controller settings and also provides a common time base <br />for a system of coordinated signals to maintain coordinated signal timing plans.
