SAN LEANDRO ADMINISTRATIVE CODE <br />TITLE 12 <br />Chapter 5 <br />PUBLIC WORKS <br />Uniform Wastewater Discharge <br />Regulations <br />All measurements, tests, and analysis of the characteristics of water and wastes to <br />which reference is made in this Chapter shall be determined in accordance with the <br />most recent edition of the Standard Methods for the Examination of Water and <br />Wastewater, published jointly by the American Public Health Association, the <br />American Water Works Association, and the Water Environment Federation. Where <br />such testing standards are not provided in this reference, procedures contained in Title <br />40, Code of Federal Regulations, Part 136, as amended, shall apply. Wherever <br />specific limits have been established, these values shall be determined from 24-hour <br />composite samples that are representative of the waste, unless intermittent discharges <br />are made that are not representative of the 24-hour discharge, in which case, sampling <br />requirements will be determined on a case -by -case basis. <br />(f) Replacement Fund. That portion of user charge revenues collected for replacement <br />accrual shall be deposited in a separate fund to be used for future treatment facility <br />replacements and improvements. <br />12 5 115• CONNECTION FEES. <br />(a) Any person (whether a new or existing user) who installs new or additional fixtures, <br />equipment, processes or devices, including provisions for future installation, which <br />will add (either in fact or potential) wastewater load to the community sewer shall pay <br />to the City a "Connection Fee" as determined by the conditions and formula <br />hereinafter enumerated.
