IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO RESOLUTION NO.2022-117 RESOLUTION OF THE CITY OF SAN LEANDRO CITY COUNCIL TO APPROVE AND AUTHORIZE THE CITY MANAGER TO EXECUTE A CONSULTING SERVICES AGREEMENT WITH INTEGRASSURE, INC. TO SERVE AS THE INDEPENDENT POLICE AUDITOR THROUGH JUNE 30, 2025, FOR A TOTAL NOT TO EXCEED AMOUNT OF $192,500 WHEREAS, community oversight of policing is an established City Council priority; and WHERAS, following extensive dialogue with the community, on April 4, 2022, the City Council adopted an ordinance that established a new Community Police Review Board and Independent Police Auditor (IPA); and WHEREAS, consistent with that ordinance, the City distributed a request for proposals (RFP) in Spring 2022, which invited applications from firms or individuals with relevant subject matter expertise seeking to serve as the IPA; and WHEREAS, the City received applications from three firms in response to the RFP; and WHEREAS, following an in-depth review of all the applications, interviews, reference checks and an objective scoring of the proposals, IntegrAssure, Inc. was identified as the firm most qualified to serve as the IPA; and WHEREAS, the City Manager recommends entering into a related consulting services agreement with IntegrAssure, Inc for three years with the option to extend for a fourth and fifth year; and WHEREAS, IntegrAssure will to serve as the IPA, in an amount not to exceed $192,500 annually excluding travel costs for the first three contracts years and the if the contract is extended for a fourth and fifth year the annual contract amount excluding travel will not increase more than 3% each year; and WHEREAS, a corresponding appropriation for this proposed agreement is already incorporated into the proposed Fiscal Year 2022-2023 budget; and WHEREAS, IntegrAssure, Inc. has agreed to the terms of the contract pending City Council approval; and WHEREAS the City Council is familiar with the contents of the agreement; and WHEREAS, the City Manager recommends approval of said agreement.
