EXHIBIT A <br />SCOPE OF SERVICES <br />STATEMENT OF PURPOSE <br />The City desires to provide housing rehabilitation services to eligible residential property owners in San <br />Leandro. This agreement allows the City to make use of County professional staff, who have knowledge of <br />construction standards in the South county area, and are familiar with the Community Development Block <br />Grant rules, to administer a Minor/Mobile Home Program to provide rehabilitation services to residents of San <br />Leandro. <br />TERM AND COMMENCEMENT OF WORK <br />The term of this agreement shall be for the period of July 1, 2002 through June 30, 2003. The term may be <br />extended at City's option, if necessary to complete work started during the Agreement period. <br />III. COUNTY PROGRAMS <br />In order to meet the needs of the low income (as currently defined by Housing and Urban Development) <br />property owners in the City, this agreement shall cover Minor Home Repair Grants (emergencies only) and <br />Mobile Home Grants. <br />IV, DESCRIPTION OF SERVICES <br />A. County shall operate the following rehabilitation programs: <br />• Minor Home Repair Grant - to correct immediate threats to the health and safety of the <br />homeowners. The maximum grant shall be $2,000. <br />• Mobile Home Grant - to provide technical and financial assistance to low income, owner occupied <br />residences of single, or double wide mobile homes with major repair needs. The maximum grant <br />shall be $2,000. <br />B. County shall deliver to City within fifteen (15) days after execution of loan or grant documents, copies <br />of homeowners' Project Summary, Certification Letter, and Itemization Statement. <br />C. All original recorded documents (Deed of Trust, Request for Notice of Default, Rental Agreement) shall <br />be forwarded directly to City's Finance Department by the Alameda County Recorder's office when <br />recordation is complete.
