5 <br />14. ]IMPROVEMENTS TO CHURCH OWNED PROPERTY. Recipients who use CDBG <br />funds for improvements to church owned property shall enter into an agreement with the <br />church to provide for the reimbursement of the remaining value of improvements upon <br />cessation of use of the property for public service. The Agreement shall require Church to <br />repay the Recipient, or City if the Recipient ceases to exist, an amount not less than the <br />value of the remaining useful life of improvements. Recipient shall remit the funds to the <br />City. <br />Such agreement between Recipient and Church shall follow the requirements set forth in 24 <br />CFR 570.200. City will assist in determining the depreciating value of the improvements. <br />15. SECTION 504 - PROGRAM ACCESSIBILITY <br />A. General Prohibition Against Discrimination <br />No qualified individual with a handicap shall, solely on the basis of handicap, be <br />excluded from participation in, be denied the benefits of, or otherwise by <br />subjected to discrimination by a contractor receiving Federal assistance as part of <br />the CDBG program. <br />Specific Prohibitions Against Discrimination: <br />A contractor who receives Federal assistance as part of the CDBG program, in <br />providing any service, benefit, aid or housing may not, directly or through <br />contractual, licensing, or other arrangements, solely on the basis of handicap: (a) <br />deny; (b) afford unequal treatment; (c) provide ineffective service, benefit, aid or <br />housing; (d) provide different service, benefit, aid or housing; or (e) limit the <br />enjoyment of any right, privilege, or advantage, to a qualified individual with <br />handicaps the opportunity to participate in, or benefit from, the service, benefit, aid <br />or housing. <br />B. Provisions Regarding_ Communications With Individuals With Handicaps <br />A contractor who receives Federal assistance as part of the CDBG program shall <br />take appropriate steps to ensure effective communication with customers, clients, <br />and other members of the public. Such steps, when appropriate, may include, but <br />are not limited to: <br />1) Furnishing appropriate auxiliary aids where necessary to afford an individual <br />with handicaps an equal opportunity to participate in, and enjoy the benefits <br />of, a program or activity receiving Federal financial assistance.
