IN THE CITY COUNCIL OF THE CITY OF SAN LEANDRO <br />RESOLUTION NO. 2002- 151 (2940) <br />RESOLUTION SUPPORTING PROPOSITION 47, THE KINDERGARTEN —UNIVERSITY <br />PUBLIC EDUCATION FACILITIES BOND ACT OF 2002 ON THE NOVEMBER 5, 2002 <br />STATEWIDE BALLOT <br />WHEREAS, Proposition 47 — the Kindergarten —University Public Education Facilities <br />Bond Act of 2002 — provides $13.05 billion in bonds to relieve overcrowding, reduce class size and <br />repair and upgrade California's elementary, middle and high schools, community collages, and <br />universities; and <br />WHEREAS, California has the second most overcrowded classrooms in the country. 22% <br />of all K-12 public school students are on year-round class schedules because there isn't enough <br />space in overcrowded school districts; and one-third of all K-12 classrooms in the state are portable <br />trailers; and <br />WHEREAS, Proposition 47 is needed to build new classrooms to relieve already <br />overcrowded schools and accommodate nearly one million new students who will be entering <br />California Schools. According -to the State Department of Education more than 13,000 new <br />classrooms or 331 new schools will be needed; and <br />WHEREAS, Proposition 47 ensures every critically overcrowded school district is eligible <br />for its fair share of funds to build new classrooms; and <br />WHEREAS, Proposition 47 funds will help fix leaky roofs, repair broken bathrooms, install <br />heating and air conditioning, upgrade college laboratories and research facilities, and give students <br />access to the technology they need to meet academic standards, improve test scores and compete in <br />the modern workforce; and <br />WHEREAS, Proposition 47 provides matching funds to school districts that have already or <br />will soon pass local school construction bond measures; and <br />WHEREAS, Proposition 47 funds can only be used for school construction and renovation <br />and are subject to audits and strict accountability; and Proposition 47 also targets funds to where <br />they are needed most — to overcrowded schools and deteriorating schools needing repair; and <br />WHEREAS, Proposition 47 will have the added benefit of creating 250,000 new jobs at a <br />time when they are badly needed, putting Californians back to work while building a better <br />learning environment for California's children. <br />NOW, THEREFORE, the San Leandro City Council does resolve that it supports the <br />passage of Proposition 47, the Kindergarten —University Public Education Facilities Bond Act of <br />2002 on the November 5, 2002 statewide ballot. <br />
