Historian Admin Staff Judd Maley Stock Pebin TASK 1 Project Initiation Review . nB bocumentation, Review the background macenals from previous evaluations, and existing policies to become familiar with historic resources. TASK 2 Initial Windshield Survey Prepare for and meet with Commission and Staff to become familiar with background documents, project history, and relevant codes and regulations. Conduct a preliminary windshield survey of existing historic resources and neighborhoods to develop a draft list of initial resources and neighborhoods to be studied and documented at the Intensive level. Tour San Leandro with city staff, commission members, and historical society members. TASK 3 Develop list of Building and Neighborhoods Based on Input from the Commission, Staff, and the Public as well as the information collected in the field, develop detailed list of resources and neighborhoods to be studied at Intensive level. Work with City Staff to map both individual buildings and neighborhoods. (Assumes City will provide a base map and parcel information). TASK 4 Public Workshop Prepare for and participate in a public workshop about historic preservation, review existing policies, receive public input, discuss preservation policies from other communities, discuss historic resources in San Leandro. Present basic findings of windshield survey to assist the public In understanding the types of resources present. TASK 5 Develop Historic Contexts 60 .. ..__ .�_.0 Based on discussions with Staff, Commission, and the Community, conduct field work and research at local historical societies and libraries draft historic contexts for review by staff and commission. TASK 6 Complete Draft State DPR Forms Perform research on Individual properties and neighborhoods in order to complete the significance statement for the survey forms. Develop building and neighborhood descriptions for the first page of the survey forms. Based on field wodr and research conducted on Individual properties and neighborhoods develop draft survey forms. Assumes completion of between 75 and 100 survey forms. Based on field work and research conducted on Individual properties and neighborhoods develop recommendations regarding character -defining features of these neighborhoods. TASK 7 Draft Work Products Assemble draft context statement, neighborhood descriptions, building Ilet, maps, survey forms for individual properties, and methodology. TASK 8 Develop Draft Historic Preservation Program Draft revisions and updates to the San Leandro Zoning code regarding historic preservation. Working with staff and commission develop flat of potential Incentives to ensure preservation occurs. TASK 9 Council Work Session Prepare for and meet with the City Council to present progress to date and to elicit feedback from Council regarding the direction of the historic preservation program.
