CITY OF SAN LEANDRO <br />MEMORANDUM <br />Date: August 31, 2006 <br />To: City Council Rules and Communications Committee <br />Via: Steve Hollister, Assistant City Manager <br />From: Cynthia Battenbergftssistant to the City Manager <br />Marian Handa, City Cler� <br />Subject: Recodification of Titles 24 — 32 of the City's Administrative Code <br />RECOMMENDATION <br />The final phase of the project to recodify the City's Administrative Code has been completed. <br />Phase Three includes revisions and updates to Titles 24 — 32. The format of these titles has been <br />standardized and minor revisions made to reflect current practices and policy changes that have <br />been approved by Council. New policy changes would need to be brought to the committee and <br />Council on a case specific basis. <br />Staff recommends the Rules and Communications Committee recommend City Council adoption <br />of Titles 24 - 32 of the recodified Administrative Code. <br />BACKGROUND AND ANALYSIS <br />Similar to the City's Municipal Code, the City's Administrative Code is continuously updated by <br />City Council adoption of resolutions that pertain to the City's administrative policies. The City <br />contracts with Quality Code Publishing for the semi-annual recodification of the Municipal <br />Code. Recodification of the Administrative Code is done in-house by the City Clerk's office. It <br />has been approximately ten years since the Administrative Code has been updated and recodified. <br />Revisions and updates are being brought to the Rules Committee and Council in phases. There <br />are currently 32 titles in the Administrative Code. <br />The Rules and Communication Committee recommended Council adoption of Phase One of the <br />project, recodification of Titles 1 - 13, which was approved by Council at the November 21, 2005 <br />City Council meeting. The Committee also recommended Council adoption of Phase Two, <br />recodification of Titles 14 — 23, which was approved by Council at the April 3, 2006 meeting. <br />Phase Three includes revisions and updates to Titles 24 - 32 which are listed below for your <br />information. The majority of the changes were incorporating stand alone titles on issues such as <br />Smoking, CEQA and the Conflict of Interest Code into the responsible department's title. <br />Additionally, a new title was added to incorporate the by laws of the Public Financing Authority <br />into the Administrative Code. The Public Financing Authority, Title 25 replaced the current <br />Title 25 — Conflict of Interest. <br />
