Hart for Emergency Preparedness Consulting Services Exhibit A – Page 1 of 1 <br />EXHIBIT A <br /> <br />SCOPE OF SERVICES <br /> <br />Consultant agrees to manage a variety of activities related to the collecting, analyzing, planning, <br />and implementing of City's emergency response systems, services, and requirements; provide <br />information to staff, outside organization's and the public regarding emergency response <br />planning and systems, and perform related work as required. <br /> <br /> <br />Consultant Functions: <br />• Manages plans, organizes, directs and evaluates emergency management functions and <br />programs, including building evacuation plans, emergency operating procedures, and <br />incident response plans; <br />• Mentor and develop key internal City staff on the roles and responsibilities of Emergency <br />Preparedness and Management principles; <br />• Develop Standard Operating Procedures in coordination with appointed staff; <br />• Prepare program effectiveness reports for the City Manager or her designee to consider; <br />• Manages, coordinates and conducts staff training in emergency preparedness, response <br />and recovery practices; assesses Citywide training needs and develops training <br />programs; <br />• Recommends utilization of emergency response personnel, equipment and supplies <br />during emergencies. <br />Deliverables: <br />• July, 2022: initiate emergency preparedness program evaluation in consultation with City <br />staff <br />• August - December, 2022: develop and implement training plans related to emergency <br />preparedness in consultation with City staff <br />• Jan - July, 2023: monitor and counsel new staff related to emergency preparedness <br />planning done during 2022 in consultation with City staff <br />DocuSign Envelope ID: 6E6D6CCC-51B8-49DF-B7D5-EBA0B85D1A3C
