Chapter 2.04 <br />INTRODUCTORY PROVISIONS AND <br />DEFINITIONS <br />Sections: <br />2.04.010 <br />Introduction. <br />2.04.020 <br />Purposes and objectives. <br />2.04.030 <br />General definitions. <br />2.04.040 <br />Project area boundaries. <br />2.04.050 <br />Proposed development <br />actions. <br />2.04.010 Introduction. <br />The redevelopment plan for the Alameda <br />County/City of San Leandro redevelopment <br />project consists of this title, the redevelopment <br />project area map (Attachment A), the land use <br />map (Attachment B), the legal description of <br />the project area boundary (Attachment C), and <br />the list of public improvement projects (At- <br />tachment D). The county of Alameda and city <br />of San Leandro are cooperating in this joint <br />effort to upgrade the selected project area. <br />(Ord. 93-012 § 100, 1993) <br />2.04.020 Purposes and objectives. <br />A. The purpose and objectives of this rede- <br />velopment plan are to eliminate the conditions <br />of blight existing in the project area and to pre- <br />vent the recurrence of blighting conditions in <br />the project area. The agency, with the active <br />efforts of the county, proposes to eliminate <br />such conditions and prevent their recurrence by <br />providing, pursuant to this plan, for the plan- <br />ning, development, replanning, redesign, clear- <br />ance, redevelopment, reconstruction and reha- <br />bilitation of the project area and by providing <br />for such structures and spaces as may be ap- <br />propriate or necessary in the interest of the <br />general welfare, including, without limitation, <br />2.04.010 <br />recreational and other facilities incidental or <br />appurtenant to them. The agency further pro- <br />poses to eliminate the conditions of blight ex- <br />isting in the project area and prevent their re- <br />currence by providing for the alteration, im- <br />provement, modernization, reconstruction or <br />rehabilitation of existing structures in the pro- <br />ject area and by providing for open space types <br />of uses,.public and private buildings, structures, <br />facilities, and improvements. The agency fur- <br />ther proposes to eliminate such conditions and <br />prevent their recurrence by providing for the <br />replanning or redesign or development of un- <br />developed areas. The agency proposes to: <br />1. Encourage employment opportunities <br />through environmental and economic im- <br />provements resulting from the redevelopment <br />activities. <br />2. Provide for the rehabilitation of com- <br />mercial structures and residential dwelling <br />units. <br />3. Provide for participation in the redevel- <br />opment of property in the project area by own- <br />ers who agree to so participate in conformity <br />with this redevelopment plan. <br />4. Provide for the management of property <br />owned or acquired by the agency. <br />5. Provide relocation assistance where <br />agency activities result in displacement <br />6. Provide .public infrastructure improve- <br />ments and community facilities, such as the <br />installation, construction and/or reconstruction <br />of streets, utilities, public buildings, facilities, <br />structures, street lighting, landscaping and <br />other improvements which are necessary far the <br />effective redevelopment of the project area. <br />7. Improve and increase the community's <br />supply of affordable housing. <br />8.
