2.36.060 <br />in public rights -of -way as appropriate to <br />carry out this plan. <br />B. Institution and completion of pro- <br />ceedings necessary for changes and im- <br />provements in publicly -owned public utili- <br />ties within or affecting the project area. <br />C. Revision of zoning within the project <br />area to permit the land uses and develop- <br />ment authorized by this plan. <br />D. Performance of the above, and of all <br />other functions and services relating to pub- <br />lic health, safety, and physical development <br />normally rendered in accordance with a <br />schedule which will permit the redevelop- <br />ment of the project area to be commenced <br />and carried to completion without unneces- <br />sary delays. <br />E. The undertaking and completing of <br />any other proceedings necessary to carry out <br />the project. (Ord. 93-012 § 700, 1993) <br />2.36.060 Administration, <br />enforcement and <br />amendment of the plan. <br />A. The administration and enforcement <br />of this plan or other documents implement- <br />ing this plan shall be performed by the <br />agency (subject to alternative administrative <br />and enforcement arrangements as may be <br />agreed upon between the city of San Lean- <br />dro Redevelopment Agency and the Ala- <br />meda County Redevelopment Agency). <br />The provisions of this plan or other docu- <br />ments entered into pursuant to this plan may <br />also be enforced by court litigation instituted <br />by either the agency, county, or the city. <br />Such remedies may include, but are not lim- <br />ited to, specific performance, damages, re- <br />entry, injunctions, or any other remedies <br />appropriate to the purposes of this plan. In <br />addition, any recorded provisions which are <br />expressly for the benefit of owners of prop- <br />erty in the project area may be enforced by <br />such owners. <br />B. This plan may be amended by means <br />of the procedure established in Sections <br />33450-33458 of the Community Redevel- <br />opment Law or by any other procedure here- <br />inafter established by law. Any amendment <br />to the city's or county's general plans affect- <br />ing any portion of the plan text and/or map <br />shall automatically amend this plan accord- <br />ingly to conform thereto. (Ord. 2001-13 § 2 <br />(part), 2001; Ord. 93-012 § 800, 1993) <br />2.36.070 Duration of this plan. <br />Except for the nondiscrimination and <br />nonsegregation provisions (which shall run <br />in perpetuity), or the obligation to repay any <br />indebtedness as provided in Sections <br />2.32.010 and 2.32.020, the provisions of this <br />plan shall be effective and the provisions of <br />other documents formulated pursuant to this <br />plan may be made effective for forty (40) <br />consecutive years from the date of adoption <br />of this plan by the city council. The effec- <br />tiveness of the redevelopment plan shall <br />terminate on July 11, 2034. The agency shall <br />not receive property taxes pursuant to Sec- <br />tion 33670 after July 11, 2044.
